Cost control cannot affect treatment, indicators need to be scientifically decomposed

The “Guiding Opinions on the Pilot Comprehensive Reform of Urban Public Hospitals” issued by the Office of the State Council in 2015 and the “Thirteenth Five-Year Plan for Deepening the Reform of the Medical and Health System” issued by the State Council in 2016 both pointed out that by 2017, the pilot city’s public hospitals will account for the The ratio (excluding pieces of traditional Chinese medicine) has dropped to about 30% overall; the health materials consumed in the medical income of 100 yuan (excluding the income from medicines) have dropped to less than 20 yuan. After the policy is promulgated and the target is clear, how to implement it without affecting the people's medical treatment is a test of the fine management level of the health authorities and hospitals.
